I like the first one better, but it does lack a bit of black? Maybe giving MC black hair or shirt (or a pattern) could be nice.

And if I may, I'd like to make a comment on the text bubble. The text is really really small and it's really hard to see on the phone, and believe me, you want people to be able to read it on the phone. Also the bubble is blocking off a part of the very cool picture, just put it higher in that free space and make it bigger, it would really help with readability

In the first frame, gray tones help me tell the white dog apart from the background easily. Without tones, the same frame looks more chaotic.
I don't mean that you necessarily have to use tones: you may use a thicker line for the white dog, so it'll be more visible even without tones.

welp, bottom one it is then

also thanks for the comment on how the speech bubble is placed, i'll try to remember that

The first one. The simplicity of it looks better I think.

I think I prefer the 2nd one, it just looks more finished.

I think the second one would look better if you played around with the tones. The woman's pants and shirt are the same color which makes her look a bit washed out, in the last frame she sort of looks lost in the background. Similar with the plant and the dog on the sofa. The positive of the tones is that Snoopy pops more.

The issue I have with the first one is that if she is suppose to have dark hair, why is her hair left white?

i was pretty much emulating garfield in my original b+w choices, which didn't really have any toned hair, with the exception of shadows

These type of comics were designed in B/W due to the restrictions of printing. That is why the online versions of the comics are in color, because they allow users to do so.

Jim Davis also plays around with line weight and shadows in order to make the character pop. Even though Jon's hair is not colored, there is still shading on the back of his head.
