We do have strays here, but as mentioned in the opening post, in Canada the fee for shelter pets is actually pretty high because of all the health regulations they go through. (I really only know this because I got a puppy a year ago so I had to read through all these things)
You also have to pay for them to get spayed or neutered which puts the price up as well. You can't NOT adopt shelter pets that have not gone through this. (At least in regards to the shelter here) They also need ID microchips and list of other testing and behaviour evaluations.
Shelter dogs range 270$ - 485$ depending on their size and age, and that's before including GST or any other provincial tax, which also gets added to the cost. (these are the prices for the shelter in my city)
Anyway.
Your best bet is to probably see if you can find local commissions, which is a lot more difficult to do but if you can't take money out of paypal there's not a lot of other options.
Curious but is there a reason you can't attach your bank-account to paypal? (you don't have to go in detail if you don't want to, it just seems like you would have more options if you were able to do that)
