Yeah, sure!
The best thing is to either look for someone who is open, put out a call for a commission, or just ask a musician if you like their work. (Being polite will get you far, always treat folks with respect and don't get fussy if their commissions are closed.)
Here's some options to finding composers to work with:
-Make an open-call on Twitter by straight up just asking for a musician and what type of project it's for. (Game, comic, novel, podcast, etc)
-Check this forum on Itchio / make a post here with the same info: https://itch.io/board/10020/help-wanted-or-offered
-Check this forum for people's portfolios: https://lemmasoft.renai.us/forums/viewforum.php?f=65
(Yes itchio and lemmasoft are both "for games" but many musicians just wanna get some work; most freelancers in generally aren't too fussy about where a job comes from as long as it pays and the client is nice!)
-Check out soundcloud for artists you might like and send them a dm: https://soundcloud.com/discover
-Same thing with bandcamp: https://bandcamp.com/
-Even Youtube can be a good place to check and contact people, just remember to be kind!
I also find it helps to keep a list of songs you like as inspiration so you can show your composer the general vibe of the sound you want. Also, show off some designs and concepts for the world and a short summary. It's not required for a composer to know your story but you can give them a small overview to help them get an idea for the world and vibe. (I find it's just not good to pressure freelancers you work with to get into your stuff; if they wanna read it, they will, if not, as long as they do a good/fun job, then it's all good.)
