I work with Digital MKT and what I can say is... it depends. The only true way to figure out if an ad will work is through testing. What I mean is, using 2 separate designs and having ir run for 2 weeks, see which does better. Then, drop the one that did worse and keep the better as baseline.
The next 2 weeks, you use the baseline with another ad where you change 1 thing about it. Maybe you keep the layout but change the colors. Or change the layout but keep the colors. Whatever it is, you run for 2 more weeks. Once that's done, you see if the baseline did better or not.
If yes, you keep it as baseline and create another ad based on it with a different change. If not, the new ad becomes baseline and you do the same.
That's more or less the one true way to figure out if ANY Digital MKT strategy works, I'm afraid. It will take time and you'll need to analyze the data you gather at all times.
Also, you should use all 3 main formats for Meta Ads (1080x1080, 1200x628 and 1080x1920) for maximum effect.
