I press the little wrench in tool properties and nothing happens..plz help me!!

I think that locks the sub tool and prevents changes from being saved.

There are actually two wrench icons, a diagonal one that locks the sub tool, and then a vertical wrench with a shadow that shows the details. I'm just looking at it now though or else I wouldn't have remembered there were two.

Are you using a tablet monitor or any second monitor? When I'm using two monitors, the details window often opens in the monitor that I don't expect it to open in so I sometimes think it's not working.

yea I use 2 monitors..1 is a cintiq 13 hd where I direct draw....maybe is that..but how can I fix it?

the vertical is the one that dont work..thats the sub tool.if I check in windows..i can see its checked.

So the window doesn't open on either monitor? Does Clip Studio Paint otherwise freeze up like something is loading?

Have you tried going to the menu bar at the top, and clicking Window > Tool Settings? That should bring up the same pop-up window.

If you have recently change your monitor setup settings on the computer, say, moving the cintiq to the left side of the main monitor when it used to be on the right side.

Then your pop up settings are appearing on a non existent monitor.

You can fix this by them switching the desktop settings you change back to what they were before, then dragging the windows onto the monitor that didn't change positions, then putting the settings back to the changed ones and dragging them back to your cintiq (I know there was a way to reset all those popups to the current window in MS4 but I have no idea what it is in MS5/CSP)
